I don't what the dish is but I think that the picture was taken at Hugo's.
The dish pictured is actually from Evangeline (not Hugo's). It is the Quail stuffed with olive tapenade. Good guess though, particularly since I was at Hugo's just last evening!
This is the absolute best food blog about Portland!
